He was elected to the Texas House of Representatives in 1971, to the Texas Senate in 1973, and to the San Antonio City Council in 1987. Wolff also served as Mayor of San Antonio from 1991 to 1995. He was appointed to his current position of Bexar County Judge in 2001 and has since been re-elected three times.
With his colleagues on the Commissioners Court, Judge Wolff has worked to promote greater quality of life for all Bexar County residents. Part of that effort includes transforming the treatment of the mentally ill in the criminal justice system through diversion programs, mental health advocacy and a mental health court. Under his leadership the County has also added a mental health benefit to its medical plan for employees.
